Neighbours of one of two women charged in connection with a murder plot in Tillsonburg were in shock Wednesday.
Delene Kouji, 19, of Tillsonburg, and Chantelle Tremblay, 19, of South-West Oxford, are jointly charged with conspiracy to commit murder.
Thankfully, the plot failed.
